And for those who are joining us for the first time, welcome to Chicago. I was just hearing from a few folks who are not NATO members that they had fun on the town last night. Hopefully, no stories in the press. We come together as 50 nations -- NATO allies and partners -- that make up the International Security Assistance Force in Afghanistan. I want to welcome the presence of President Karzai, as well as officials from central Asia and Russia -- nations that have an important perspective and that continue to provide critical transit for ISAF supplies. The presence of so many leaders and nations illustrates once again that this is a truly international mission, and that’s because the region and the world have a profound interest in an Afghanistan that is stable, that is secure, and that is not a source of attacks on other nations. And today, as always, our thoughts are with our brave forces who are serving in this vital mission. Two years ago, in Lisbon, our nations agreed on a framework for transition in Afghanistan that would allow us to responsibly wind down the war. We agreed that this transition to Afghan lead for security would begin in 2011 and that it would conclude in 2014. At the same time, we said that we would seek a long-term partnership with Afghanistan and the Afghan people. Over the past two years, we’ve made important progress. Our forces broke the Taliban’s momentum. More Afghans are reclaiming their communities. Afghan security forces have grown stronger. And the transition that we agreed to in Lisbon is well underway. This past week we saw more progress. We very much welcomed President Karzai’s announcement to the third group of areas to begin transition. This means that 75 percent of the Afghan people live in areas where Afghan forces will be moving into the lead. Today, we’ll decide the next phase of the transition -- the next milestone. We’ll set a goal for Afghan forces to take the lead for combat operations across the country in 2013 -- next year -- so that ISAF can move to a supporting role. This will be another step toward Afghans taking full lead for their security as agreed to by 2014 when the ISAF combat mission will end. Today is also an opportunity to ensure our hard-won progress is preserved. The Strategic Partnership Agreement that President Karzai and I signed in Kabul ensures that as Afghans stand up they will not stand alone. Today, we can agree on NATO’s long-term relationship with Afghanistan beyond 2014, including our support of Afghan security forces. So we have a lot of work to do. Again, I want to thank all of my fellow leaders and our partners for being here. Our nations and the world have a vital interest in the success of this mission. And I am confident, because of the leadership represented here as well as the leadership of our outstanding armed forces, that we can advance that goal today and responsibly bring this war to an end. 201205/183406For we know that our patchwork heritage is a strength, not a weakness. We are a nation of Christians and Muslims, Jews and Hindus and non-believers. We are shaped by every language and culture, drawn from every end of this Earth;我们民族的成长受到许多语言和文化的影响,我们吸取了这个星球上任何一个角落的有益成分。and because we have tasted the bitter swill of civil war and segregation,正是因为我们民族曾亲尝过内战和种族隔离的苦酒,and emerged from that dark chapter stronger and more united, we cannot help but believe that the old hatreds shall someday pass;并且在经历了这些黑色的篇章之后变得更加强大更加团结,因此我们不由自主,只能相信一切仇恨终有一天都会成为过去,that the lines of tribe shall soon dissolve;种族的划分不久就会消失,that as the world grows smaller, our common humanity shall reveal itself;而且随着世界变得越来越小,我们相信终有一天人类共有的人性品德将会自动显现;and that America must play its role in ushering in a new era of peace. To the Muslim world, we seek a new way forward, based on mutual interest and mutual respect. To those leaders around the globe who seek to sow conflict,对于那些在世界各个地方挑起冲突或一味批评西方不良影响的领导者:or blame their societys ills on the west know that your people will judge you on what you can build, not what you destroy. To those who cling to power through corruption and deceit and the silencing of dissent,对于那些依靠腐败和欺骗并压制异议而追求权利的人们:know that you are on the wrong side of history; but that we will extend a hand if you are willing to unclench your fist. To the people of poor nations, we pledge to work alongside you to make your farms flourish and let clean waters flow;对于那些贫穷的人们,我们保和你们一起建设繁茂的农场和干净的水源,to nourish starved bodies and feed hungry minds. And to those nations like ours that enjoy relative plenty, we say we can no longer afford indifference to suffering outside our borders;对于那些与我们一样相对富裕的国家,我们不能再对外界的苦难漠不关心,nor can we consume the worlds resources without regard to effect. For the world has changed, and we must change with it. As we consider the road that unfolds before us,当我们审视前方的道路时,we remember with humble gratitude those brave Americans who, at this very hour, patrol far-off deserts and distant mountains. They have something to tell us today, just as the fallen heroes who lie in Arlington whisper through the ages. We honour them not only because they are guardians of our liberty, but because they embody the spirit of service;我们尊敬他们不仅因为是他们捍卫了我们的自由,更因为他们正是奉献精神的化身;他a willingness to find meaning in something greater than themselves. And yet, at this moment a moment that will define a generation it is precisely this spirit that must inhabit us all. For as much as government can do and must do,因为无论美国政府能做多少,必须做多少,it is ultimately the faith and determination of the American people upon which this nation relies.

Bush delivers a television address from the the White House in Washington, DC. Bush called Iraq 's first free elections in half a century 'a resounding success,' but cautioned that more hard work lay ahead to turn the strife-torn nation into a democracy.(AFP/Luke Frazza) Listen to the story:THE PRESIDENT: Good morning. Tomorrow the world will witness a turning point in the history of Iraq, a milestone in the advance of freedom, and a crucial advance in the war on terror. The Iraqi people will make their way to polling centers across their nation. On the national ballot alone, voters will choose from nearly 19,000 candidates competing for seats in the Transitional National Assembly, in the country's 18 provincial councils, and in the Kurdistan National Assembly. This historic event will be overseen by the Independent Election Commission of Iraq, and will mark the first genuine, nationwide elections in generations. The terrorists and those who benefited from the tyranny of Saddam Hussein know that free elections will expose the emptiness of their vision for Iraq. That is why they will stop at nothing to prevent or disrupt this election. The terrorist Zarqawi -- who plans and orders many of the car bombings and beheadings in Iraq -- recently acknowledged the threat that democracy poses to his cult of hatred. "Of democracy in Iraq," he said, "we have declared a fierce war against this evil principle." He denounced as infidels all who seek to exercise their right to vote as free human beings. Yet in the face of this intimidation, the Iraqi people are standing firm. Tomorrow's elections will happen because of their courage and determination. All throughout Iraq, these friends of freedom understand the stakes. In the face of assassination, brutal violence and calculated intimidation, Iraqis continue to prepare for the elections and to campaign for their candidates. They know what democracy will mean for their country: a future of peace, stability, prosperity and justice for themselves and for their children. One resident of Baghdad said, "This election represents what is possible. To me, it's the start of a new life." This election is also important for America. Our nation has always been more secure when freedom is on the march. As hope and freedom sp, the appeal of terror and hate will fade. And there is not a democratic nation in our world that threatens the security of the ed States. The best way to ensure the success of democracy is through the advance of democracy. Tomorrow's vote will be the latest step in Iraq's journey to permanent democracy and freedom. Those elected to the transitional National Assembly will help appoint a new government that will fully and fairly represent the diversity of the Iraqi people. This assembly will also be charged with drafting a permanent constitution that will be put to a vote of the Iraqi people this fall. If approved, a new nationwide election will follow in December that will choose a new government under this constitution. As democracy takes hold in Iraq, America's mission there will continue. Our military forces, diplomats and civilian personnel will help the newly-elected government of Iraq establish security and train Iraqi military police and other forces. Terrorist violence will not end with the election. Yet the terrorists will fail, because the Iraqi people reject their ideology of murder. Over the past year, the world has seen successful elections in Afghanistan, Malaysia, Indonesia, Georgia, Ukraine, and the Palestinian territories. In countries across the broader Middle East, from Morocco to Bahrain, governments are enacting new reforms and increasing participation for their people. Tomorrow's election will add to the momentum of democracy. One Iraqi, speaking about the upcoming vote, said, "Now, most people feel they are living in darkness. It is time for us to come into the light." Every Iraqi who casts his or her vote deserves the admiration of the world. And free people everywhere send their best wishes to the Iraqi people as they move further into the light of liberty. Thank you for listening. Weekly Address: Honoring the American WorkerThe President talks about his fight to make America work for the middle class and make sure hard work is rewarded -- rather than greed and recklessness .201009/113290九龙坡区激光祛痘多少钱
