The U.N. Industrial Development Organization contends selective industrialization offers the best chance for smaller, developing countries to achieve sustainable economic progress. But the backers of the plan acknowledge the global economic crisis will make needed investment difficult to attract. Choosing the right products to make for the global market is key, if low-income and slow-growing countries want to break free of the poverty trap. That is the critical point in the Industrial Development Report of the ed Nations Industrial Development Organization. The U.N. agency is calling for the World Trade Organization to give preference to exports from the least developed manufacturing countries. It also wants developed countries to liberalize trade rules to allow the poorest an opportunity to create viable manufacturing export industries. The U.N. agency says such changes would benefit what it terms the "bottom billion" - the people who are subsisting on less than one dollar a day. But the UNIDO's South Asia representative, Philippe Scholtes, acknowledges the gloomy international economic situation will make it more difficult, in the next five to 10 years, for underdeveloped countries to realize value-creating manufacturing hubs. The global crisis will certainly have an impact for these bottom billion," Scholtes said. "The emphasis on building up physical infrastructures, human infrastructures and developing technological capabilities may be put somewhat aside." The U.N. agency is highlighting a number of manufacturing clusters as potential templates for other countries to create manufacturing export successes. These include Chennai India's leather industry; the button-manufacturing cluster in Qiaotou in China's Zhejiang Province; the automotive sector in Indonesia's capital, Jakarta; and, the computer components hub of Otigba, Nigeria. The U.N. report notes India's rapid export growth in the first half of the decade made South Asia the fastest growing region in manufactured exports, following by the Middle East and North Africa. The report was released Monday in New Delhi, London and other cities. The UNIDO, headquartered in Vienna, is a specialized ed Nations agency mandated to promote industrial development and international industrial cooperation. Music TortureGroups call on U.S. to stop using music as torture It is torture. I have no doubt about it in my mind. It is torture.Donald Vance was a detainee in the US military's Camp Cropper in Iraq, held for months after he reported evidence of corruption. Vance says he was forced to listen to ease but in music for months on end and that nearly drove him to suicide. Detainees, some US officials and human rights groups say US forces have systematically used loud music against hundreds of detainees in Afghanistan, Guantonamo Bay and Iraq. You can hear them screaming. You can hear them crying out aloud. They are usually calling out for their mothers or calling out for God to help them. And, yeah, you can, you can hear someone calling insane. But they keep loud all that long by blasting loud music. We're trying to get them stop it.In a campaign being launched on International Human Rights Day, Reprieve, a legal group, representing some Guantonamo detainees, along with musicians, are protesting the use of music during interrogations. Not all of the music can question it. It's hard rock either.~~Put down the duckie Put down the duckie Yeah, you gotta leave the duck alone...~~~Christopher Cerf, a songwriter for Sesame Street was horrified to learn that songs he penned for children's TV shows were used in interrogations.Humorously, I made the point that I was going to sacrifice those, those writings for my country. But this is not the way I want my songs to use.Reprieve Zero DB for Zero decibel campaign calls for the enforcement of UN convention against torture and the courageous musicians to hold a minute of silence at concerts. One interrogator at Guantonamo bragged that he needed only four days to break someone, using music and lights. Ruhal Ahmed, a British citizen who was captured in Afghanistan told Reprieve he was much worst when the music started. That makes you feel like you are going mad. After the wall, you don't hear the lyrics. All you heard is heavy, heavy band gink.A Guantonamo Bay spokeswoman would give details of 'when' and 'how' music has been used at the prison and would also not respond when I asked whether music might be used again in the future.Tracy Brown, the Associated Press.200812/59478US Joins International Call for Immediate Gaza Cease-fire美国敦促立即在加沙地带实现停火 The ed States has joined other powers in the international Middle East Quartet in urging an immediate Gaza Strip cease-fire. The Quartet - the ed States, Russia, the European Union and ed Nations - discussed the crisis on Tuesday in a ministerial-level telephone conference call. The Bush administration had resisted joining calls for an immediate cease-fire, with officials saying they did not want a hasty agreement that would bring about a repeat of the previous truce that Hamas frequently violated and which fell apart earlier this month. But officials here say U.S. Secretary of State Condoleezza Rice joined her Quartet partners in the immediate cease-fire appeal because the four powers also stipulated that it be "fully respected" by both Hamas and Israel. The telephone conference involving Rice, U.N. Secretary-general Ban Ki-moon, Russian Foreign Minister Sergei Lavrov, European Union chief diplomat Javier Solana, Quartet envoy Tony Blair, and others, highlighted a day of intense diplomacy aimed at restoring peace to Gaza. A State Department spokesman said the Quartet members called on all parties to address the serious humanitarian and economic needs in Gaza, and take necessary measures to insure the continuous provision of humanitarian supplies. They also agreed on the urgent need for Israelis and Palestinians to continue on the road to peace and agreed to remain in close touch, though the spokesman said there were no immediate plans for a face-to-face Quartet meeting. Earlier in Crawford, Texas, White House spokesman Gordon Johndroe said a ceasefire in name only - that breaks down in hours or days - serves no one's interest. We have got to get a commitment from Hamas that they would respect any crease-fire and make it lasting and durable," said Johndroe. "And so, until we can get that assurance - not the ed States, but until Israel can get that assurance from Hamas - then we're not going to have a cease-fire that is worth the paper it's written on." Johndroe said President Bush, who is spending the holidays at home in Texas, got a briefing on the Gaza situation from his national security team Tuesday and spoke by telephone with Egyptian President Hosni Mubarak and the two top leaders of the Palestinian Authority - President Mahmoud Abbas and Prime Minister Salam Fayyad. Prime Minister Fayyad thanked Mr. Bush for an million commitment of new U.S. humanitarian aid to Palestinians announced earlier in the day. Although it rejects dealings with Hamas, which is listed by the State Department as a terrorist group, the ed States has continued providing food, medicine and other supplies to Gaza Palestinians through the ed Nations and other third parties. Johndroe said Mr. Bush expressed appreciation to President Mubarak for Egypt's leadership and positive role in the current crisis. Egypt has contacts with both Hamas and Israel, and helped broker the previous six-month truce which expired earlier this month and which Hamas refused to renew.

And he believes General David Petraeus, who took command of U.S. forces throughout the Middle East and Central Asia on Friday, can help provide such an approach. With violence down in Iraq, much of the Pentagon's attention is shifting to Afghanistan where the Taliban, al-Qaida and associated groups have increased their attacks in recent months. That is why Secretary Gates moved his successful Iraq commander, General Petraeus, to U.S. Central Command, where he will have ultimate responsibility for both wars. After attending the general's change of command ceremony in Florida, Secretary Gates told reporters on his aircraft he believes the international effort in Afghanistan needs a better overall approach. "I think that the military strategy throughout Afghanistan and with our coalition partners needs greater coherence. And I think General Petraeus can help General McKiernan in doing that." General David McKiernan is the top U.S. commander in Kabul, and he also answers to the NATO command, whose countries have thousands of troops working alongside U.S. and Afghan forces. The complex structure makes the job of developing and implementing a coherent strategy particularly difficult. Past commanders have tried, with limited success. But Secretary Gates believes General Petraeus, who is widely credited with turning around the war in Iraq, is the right man to try again. While the two wars we're in are very different, the need to integrate military and civilian is a common theme, and the need to be as inclusive as possible in trying to bring people together. And so I think he brings a broad strategic understanding of the challenges that we face." Secretary Gates also called for the expansion of the Afghan army, perhaps beyond the 134-thousand aly agreed to. It is now about half that size. Gates said all parties involved agree on the need to move as quickly as possible to expand the Afghan forces. He said the fight, "needs to be an Afghan war, not an American war and not a NATO war." General Petraeus called for a comprehensive approach to the Afghan conflict as he took command, and he has said some principles he used in Iraq will apply, including increasing security, and that he will need more U.S. troops to do the job. Gates confirmed Friday he has approved sending three more brigades and their support forces, well over ten thousand troops. But they will not be available until the new administration takes office in January. Gates spent more than a year trying to persuade NATO allies to send more troops to Afghanistan, but he said Friday he does not expect the allies to do much more than they have aly done, requiring the further increase in U.S. troops. There are aly 32,000 U.S. troops in Afghanistan, along with about 37,000 from other NATO countries, but many of the allied troops operate under their own special restrictions. Petraeus has put together a 200-member team to review the Afghanistan strategy and he is expected to travel to the region almost immediately. His review, along with one being done at the Pentagon and another at the White House, should all be y for the new president to review next year. Petraeus and the other U.S. military commanders will remain in place when the political leadership changes. Lily: Hello, I'm Lily.
