The measure also protects telecommunication companies from lawsuits stemming from assistance they provide to help track potential terror suspects. One day after the bill cleared Congress, the president signed it into law. Today I am pleased to sign landmark legislation that is vital to the security of our people," he said. The measure is the most extensive revision of U.S. surveillance law in 30 years. It is designed to enable intelligence agencies to move quickly to monitor communications involving terror suspects, in some cases without a special court warrant. The president says it will give the ed States a much-needed tool to track terrorists abroad while respecting liberties at home. It is essential that our intelligence community knows who our enemies are talking to, what they are saying and what they are planning," he added. This new law was the result of months of negotiations and bickering between the White House and Congress, and it is considered a big victory for the president. It includes a controversial provision that he has deemed essential: legal immunity for telephone companies that have voluntarily cooperated with such wiretaps since the September 11, 2001 attacks on the ed States. This law will ensure that those companies whose assistance is necessary to protect the country will themselves be protected from lawsuits from past or future cooperation with the government," he explained. It was the immunity provision that dominated most of the debate on the bill in Congress. In the end, most members of the legislature acknowledged that without the grant of immunity, telephone companies would be reluctant to cooperate with further emergency wiretaps.

The Chairman of the Joint Chiefs of Staff, who spoke in Los Angeles Monday, said the next president must address a growing insurgency along the Afghanistan-Pakistan border. The 44th U.S. president will take the oath of office on January 20. And Admiral Mullen says the months around the inauguration are always a time of transition and risk as a new administration gets up and running. He says the most serious threat comes from the border region between Afghanistan and Pakistan, where, he says, the level of violence has been rising. Earlier this month, Mullen told a congressional committee that he is not convinced that coalition forces are winning in Afghanistan. But, he says, he believes they can. He repeated the comment on Monday before an audience in Los Angeles, and later told reporters, that the ed States needs to focus on the Afghanistan-Pakistan border. Al-Qaida is there. Its leadership is there. We know that. And it continues to plan against the West, including against our homeland," he said. Pakistan has criticized a series of suspected U.S. missile strikes and a ground attack against militant targets in Pakistan. Pentagon officials deny news reports that Pakistani soldiers fired at two U.S. helicopters late Sunday for allegedly violating Pakistan's airspace in a suspected attack on a militant base. Admiral Mullen said he has received no information that such an incident happened. Speaking in Washington Monday, Afghanistan's defense minister said his country has proposed a joint force made up of Afghan, Pakistani and coalition troops that would operate on both sides of the border. Admiral Mullen said he has not seen details of the proposal, but is encouraged that an Afghan leader offered the idea as a way to increase border security. Mullen says the coalition strategy in the region needs to be economic as well as military. He says it should focus in part on eradicating poppy production, which fuels the heroin trade and feeds a growing insurgency. The profits from that crop are feeding the fight. And the extension of that is, they're killing Americans and killing our coalition partners and killing Afghan soldiers and citizens," added Mullen. In addition, Admiral Mullen says Iran must also be a top priority for the new administration. He says Tehran hopes to extend its influence beyond the Middle East, and that it is working with the Taliban, once its archenemy, against coalition forces in Afghanistan.

Japan has extended economic sanctions against North Korea, citing the reclusive country's lack of progress on an international nuclear disarmament agreement. The extension of sanctions comes as six-party nuclear talks continue to stall. Japan's economic sanctions against Pyongyang will remain in place for another six months. They were first imposed in October 2006 after North Korea infuriated the international community by testing a nuclear device. That same month it also test-fired a long-range missile. Japan's top government spokesman, Chief Cabinet Secretary Nobutaka Machimura, said North Korea has failed to fully account for all of its nuclear activities, as stipulated in an international agreement to end its nuclear program. Machimura said the sanctions are meant to demonstrate Japan's resolve to seek a comprehensive resolution of the nuclear and missile issues. He noted that Tokyo is prepared to end part or all of the sanctions if North Korea takes action to resolve those issues, and settle a long-standing abduction dispute that has prevented the two from forging diplomatic relations for decades. The six party talks on resolving the North Korea nuclear dispute has made progress, but the discussions have stalled pending North Korea's full accounting of its nuclear activities, including the plutonium that was used to power its first nuclear test blast in 2006. Pyongyang has received energy and economic aid in return for complying with disarmament steps, but has not yet complied with a declaration agreement that was due at the end of 2007. Tomohito Shinoda is a professor of politics at the International University of Japan. He says Japan is especially sensitive to the threat of North Korea's nuclear and ballistic missile program because it is so close to its militaristic neighbor. Many Japanese experts believe that their nuclear weapons could be targeted to American forces in Japan," he said. In 1998, North Korea shocked the world by launching a long-range ballistic missile that flew over Japan before falling into the ocean. The ed States and Japan have been working since then to strengthen Japan's defense mechanisms in case of an attack by North Korea. A lack of progress on resolving the abduction dispute between North Korea and Japan is another reason why Tokyo is extending the sanctions. Machimura reiterated that Japan would not establish diplomatic relations until the issue is resolved. North Korea admitted in 2002 that it kidnapped 13 Japanese nationals in the 1970's and 80's to train its spies. Five have returned to Japan, and Pyongyang says the other eight are dead. Japan says North Korea must provide more information about its citizens, and says others may have been kidnapped, but Pyongyang considers the case closed. 200804/34377 They had assault weapons, they had some AK47s, they had a Louis machinegun that they were mounting on an armored car they were building. They had plenty more mine type of devices, they had hand grenades, they had a LAW rocket which will knock out a light tank. They were very very formidable. Now Coulson takes us back to the scene to recount the tense showdown with the CSA.then the main compound was very heavily fortified, the stone buildings had pillboxes. It was protected by explosives. Coulson’s first move is to surround the compound with 200 FBI agents and dozens of state and local police, making escape impossible. The FBI’s secret plan is to use reverse psychology, not to attack as the CSA is expecting, but to do the opposite. Their religion taught them that when the government came, we would attack them and they would have to defend themselves. And if nobody was attacked, it really did them off balance. Coulson’s strategy is to wait it out and lure the CSA into negotiating. This is more of a psychological operation. It was a tactical operation. The psychologying was basically be patient, negotiate, talk to them, make them appear hopeless that they can’t get out. If you want to get into this and again we wouldn’t want to hurt anybody but also that we had tremendous firepower and I want them to understand that, that if there’s a firefight there, they’re gonna lose it. The CSA makes it clear that they would rather fight than talk. James Allison will not surrender to the authorities, we no longer feel that the people of this country and especially those involved with the right wing can receive absolute justice from the court system. The ? is here and now I need to get back, thank you. That’s Allison’s right hand man, Kerry Noble, who has also agreed to revisit the scene of the standoff. Noble reveals that the CSA was scheming to draw the Feds into a violent gun battle. What we were hoping for and expecting was that once they’d go and came in on us and we started the shootout and the war. That others would come in also. And started a chain reaction of Domino effect that would cause uprisings throughout the country. That would just keep going, keep going, escalating snowballing effect to where the apocalypse would come in which would usher in the second coming of Christ. But the FBI is about to deploy another secret tactic, they will try to trick the CSA into believing that it has choices and even some control over the outcome of the standoff. The secret of bringing some one to your point of view is options. What kind of options you give them. Now we give them two options, one was to engage in a war here and lose it or to talk and to live. Coulson’s plan works. Allison finally agrees to meet with the FBI. But this won’t be an ordinary negotiation, Allison will only talk directly to Agent Coulson. Allison would only talk to a tactical person, and a commander. He viewed himself as a commander. He wouldn’t be about to talk to a subordinate negotiator. It makes sense although it was a violation of the FBI’s policy at the time to do that. Coulson uses the unusual face-to-face meeting to attempt the next phase of his strategy which is to make the militia leader feel important. We didn’t try to intimidate him, we didn’t yell at him, we didn’t make demand. We just talked in a very calm way just like we are talking here today. I felt right then that I won him over.200810/51503哈尔滨子宫肌瘤哪个医院开刀好哈尔滨维多妇产医院专家咨询
