White House and US Lawmakers Near Deal For Automakers白宫国会接近达成救助汽车业协议 Congress and the White House are close to a deal to give struggling U.S. automakers billion in loans and require the industry to restructure in order to survive in the marketplace. Under the proposal, the loans - which would come from funds aly appropriated - would be made available immediately to Chrysler, Ford and General Motors. In return, the three automakers would have to submit restructuring plans by March. Congressman Barney Frank, a Massachusetts Democrat, discussed aspects of the proposal at a Capitol Hill news conference on Monday. They will have to demonstrate by the 31st of March that based on this they can go forward in an efficient way, producing a car that they think will sell," he said. Critics of the U.S. automobile industry say years of mismanagement have been responsible for a decline in sales and plant closures. Speaking on the Senate floor, Republican Senator Mitch McConnell of Kentucky said members of his party would demand that any plan aimed at helping the industry include a firm commitment to significant and fundamental reform. Troubled automakers cannot expect taxpayers' help without a serious commitment to change their ways permanently," he said. Speaker of the House of Representatives, Nancy Pelosi, sought to assure Republicans that that would be the case. Unless the restructuring that is called for in this legislation and the goal of viability is achieved by March 31st, there is no justification for spending any more taxpayer dollars as a loan or any other way," she said. Supporters say the aid is needed to prevent the collapse of one or more of the three major automakers, which could cost the industry millions of jobs. We must act not to reward the executives of the 'Big Three,' or their failures, but to invest in the millions of Americans who could face the consequences of their failures," said Senate Majority Leader Harry Reid. The White House is considering the proposal and is vowing to work with lawmakers. If we can meet half way with Congress on some of these issues and get the legislation here and get this done, we can hopefully turn around the automakers for long-term viability which will be to the benefit of everybody," said White House Spokeswoman Dana Perino. The proposal includes strict oversight provisions, including the creation of a position to oversee industry restructuring. Supporters hope the Senate and House will vote on legislation during their brief post-election session this week. 200812/58448Loyalty cards and insurance忠诚卡和保险Every little helps点滴皆有助益As it pushes into finance, Tescorsquo;s Clubcard gives it a competitive edge特易购进军金融市场,会员卡制度保其竞争优势SOME young drivers get tanked up and wrap their cars round lampposts; others drive carefully, and sober. Insurers would love to collect more background information on the personal habits of those buying motor, household and life policies, but do not want to put off potential customers with intrusive questionnaires. So they end up pooling groups of people by such basic factors as age, occupation and postcode, which means that some low-risk customers are lumped in with risky ones and subsidise their cover. If only insurers could stealthily gather a few titbits about their potential policyholdersrsquo; consumption habits. Such hints might help them more accurately target those customers least likely to make claims, and attract them with better rates. As it happens, Tesco routinely collects such information from holders of its Clubcard loyalty card. As it bulks up in financial services, that may give Britainrsquo;s largest supermarket chain an edge over traditional insurers. To give an obvious example, it would be worth offering pet insurance to someone who has started buying kitty-litter. Buying lots of booze does not make you a drunk-driver, but someone who buys little or none seems less likely to be one. Buyers of window locks are likely to be more security-conscious, and so on. Tesco declined to discuss how it uses Clubcard data for this article. But a group of students at the London School of Economics carried out a class project in which they made several applications for Tesco car insurance. When they gave the number of an unused Clubcard it earned a 1% discount. When they gave the same personal details but ed the numbers of heavily used Clubcards, the discounts varied greatly, reaching 18%. To paraphrase Tescorsquo;s slogan, it seems that every little scrap of information helps. 164723

Banyan菩提The finitude of forests森林禁令A scheme to save the world’s rainforests still seems too good to be true拯救全球热带雨林的计划仍然很难落实AS THE heavens open, the canopy offers scant protection from the downpour, so the orang-utans tear leaves off the trees to make pathetic little umbrellas to hold over their heads. It is an endearingly human gesture but, as a means of keeping dry, almost entirely futile. And it is not just the rain that makes these creatures seem so helpless. The relentless destruction of their tropical-forest habitat has endangered their entire species. In Borneo, in the Indonesian province of Central Kalimantan, they can relax in a camp devoted to their welfare on the edge of the Tanjung Puting national park. But the park—415,000 hectares of protected tropical heath forest and peat forest—is surrounded by oil-palm plantations. These orang-utans are refugees from forests cleared to make way for the plantations. Much as people like the creatures, and devotedly as conservationists work, the park is not enough to stem their remorseless decline. There is too much money in palm oil, as well as timber, coal, gold, zircon and the forest’s other vegetable and mineral riches. Yet prospects for the orang-utans have recently looked up. Climate-change fears have drawn attention to the work forests do to sustain not just wildlife but the planet itself. The outlines of a scheme under which developing countries would be paid not to cut down trees has been agreed. Indonesia, for example, chafes at its reputation as the world’s third-biggest emitter of carbon (a ranking it disputes). It has promised to cut its emissions by 26% by 2020 or, if promised foreign cash actually materialises, by 41%. It will achieve this in large measure by reducing deforestation. 201104/134089

Coffee is one of the world's most widely-enjoyed beverages. Flavor aside, scientists have recognized it as a complex blend of chemical compounds with potential health effects, both good and bad. Now, new research suggests that if you drink enough coffee, it might help you avoid certain kinds of cancer.Dr. Mia Hashibe of the University of Utah School of Medicine was interested in the link between coffee drinking and certain cancers of the head and neck. Researchers have looked into this before, but without reaching any firm conclusions."There were a few studies, but the findings were not consistent across the studies," she said, "so this finding from our current study was quite a surprise. We didn't really have any expectation of which direction it could go into."To sort out the confusion, Hashibe and her colleagues used statistical techniques to, in effect, make one big study out of the previous smaller studies. So we combined data across nine individual studies, so we have a lot more power than previous studies that looked at this. And we included 4,000 cancer patients who have cancer of the oral cavity and pharynx [throat]. And then 9,000 controls, so controls are people who do not have cancer."Those studies – in Europe and the ed States – found that people who drank a lot of coffee were less likely to develop cancers of the mouth and throat."We saw a protective effect for drinking more than 4 cups of coffee per day," Hashibe said. "This was the 40 percent decrease in risk. We did not observe an association for drinking three cups or less per day."In an interview via Skype, Mia Hashibe said there was a weak link between cancer risk and drinking decaffeinated coffee, but it wasn't statistically significant. And she and her colleagues found no evidence that drinking tea provided the same protection as drinking coffee. Their research is published in the journal Cancer Epidemiology, Biomarkers amp; Prevention.Hashibe says it is not clear how coffee might protect drinkers from certain cancers."There are a few chemicals that are known to be antioxidants in coffee. So we are thinking perhaps those compounds are playing some sort of protective role against several cancers."If those compounds can be isolated, maybe someday you'll be able to take an anti-cancer pill, but for us coffee lovers, the answer may just be another refill. 201007/108435

ANNCR: The National Cancer Act – Today on Congressional Moment During the first 30 years of the 20th century, America became a safer and healthier place. Living conditions improved, causing many diseases to almost disappear. One exception to this pattern was cancer, and in 1937 Congress established the National Cancer Institute. By 1970, cancer had become the nation's second leading cause of death. Texas Senator Ralph Yarborough sought to make its conquest a national priority. He led a group of medical experts, cancer advocates, and business leaders who explored the issue. They became commonly known as the "Yarborough Commission." The Yarborough Report became the blueprint for the National Cancer Act, which was signed into law in 1971 by President Richard Nixon. The National Cancer Act provided additional funding for the National Cancer Institute, establishing 15 new cancer research centers, local cancer control programs, and an international cancer data research bank. Its passage received a boost when popular columnist Ann Landers encouraged a flood of mail from her ers, urging representatives to vote for the bill. The goal for a simple cure for cancer remains elusive. But scientific knowledge about cancer continues to grow. New techniques for detection, diagnosis, and treatment are constantly emerging, as a result of efforts of Congress and the American people.08/82262。

Believe it or not, astrobiologist Penny Boston is searching for life on Mars by dropping deep into this heart of darkness. This is a lava tube, a subterranean cave formed by underground lava flows during volcanic eruptions that occurred thousands of years ago. And Boston has someone she wants us to meet. Sometimes they are in crevices. Sometimes they are kinda hard to see. Is this one, the scary monster reveals itself? Ah! There is one. Actually no. This is an extremophile. We are looking for what we astrobiologyists call extremophiles in this environment. That means that they are organisms that are living in very difficult conditions. In this particular case, these organisms are living in a very cold cave right around freezing. They are making their living without benefit of sunlight and there is almost nothing to eat in this cave. In recent years, scientists have discovered tenacious microorganisms living in all forms of extreme environments. So if on Earth, why not on Mars? We think that Mars is covered with lava tubes. We believe that by looking at organisms that live in these extreme circumstances on Earth, we can learn a lot about what to look for on Mars; and that, similar Martian organisms may be able to persist on Mars in places very similar to this lava tube. To find out, Dr. Boston has created her own little Mars environment biospheres, essentially exposing a range of microscopic Earth life forms to various elements to be expected on Mars. They have been subjected to Mars-like levels of high ultraviolet radiation, and Mars-like temperature cycles. We have given them atmosphere compositions from very low levels of carbon dioxide with nothing else to, perhaps, 1/10 the density of Earth's atmosphere, and tested them under those conditions. And so far, she's isolated 36 different strains of organism that thrive quite happily. So in theory at least, life could survive the harsh conditions of Mars except for one problem. There is one thing for sure that we know, and that is that all forms of life on our planet require liquid water. We don't know if that's going to be true on other planets. But we think that where there is going to be life, there is going to have to be water. 12/93268

It’s nearly nine a.m. on a workday but Noah Kaufman, volunteer manager of the 113th Street Play Garden, cannot help stopping at the 12-by-30-meter green space. Grabbing a hand trowel, he turns over the pebbly loam looking for worms for his plot. New York City is, if anything, the built environment. We have plenty of concrete. We have plenty of bricks. We have plenty of steel," says Kaufman. "We have little, little places like this vest pocket park, which are a small oasis, a piece of green, a place where there are trees, where there are weed trees, fruits trees which have been planted by humans or planted by nature provide a little refuge from the city. So for the neighbors here on 113th street, this is our front yard and we share it." The community garden has been a refuge for Alexandra Patz and her 7-year-old son ever since her family moved to New York from the suburbs where they had their own yard. When we moved to the city, I was glad to find on this block that there was this little garden where we could become involved, and where my son could experience digging and growing things," says Patz. 201105/135036Women will evolve into having children at older ageThe fashion for having children later in life could lead to women becoming more fertile in their 40s and beyond, scientists have suggested. As many women wait until they are older to give birth, only those with longer lasting fertility genes will be successful. That means the average length of fertility will grow as their genes will be passed on to their children. The study from the University of Sheffield shows that previously women would marry early and if widowed were too old to remarry thus favouring early childbirth in women. But today's reluctance to settle down and reproduce until later in life could lead to fertility beginning to favour older women. The researchers studied marriage patterns to trace the survival and marriage histories of 1,591 women.Using 18th and 19th century Finnish records – a time when almost everyone got married and divorce was strictly forbidden. They found that women aged 30 to 35 were the most likely to be married. Those that wed wealthy husbands were married at a younger age but to relatively older men, meaning family sizes were bigger but with an increased risk of widowhood. The researchers say that this high chance of widowhood, coupled with low remarriage prospects for older widows with children, limited the percentage of women in the population with the opportunity to reproduce at older ages.Duncan Gillespie, from the university's Department of Animal and Plant Sciences said that in today's society however, women do not start childbearing until an older age as marriage is often delayed. He said: "As a result of this, the natural selection maintaining young-age fertility might weaken and the relative strength of natural selection on old-age fertility could increase, something that could potentially lead to improvements in old-age fertility over many generations.”

CNN's Hugh Riminton reports.Asian markets opened with a predictable plunge and blunt predictions on the streets. I think we are gonna have big financial problems for at least two years.Banks took the early pressure, Australia’s Prime Minister going public to address investors. Australia’s major banks which represent 85% of the Australian banking system, uh, that these are in good order, that they are weathering the financial crisis well. If I will regulate it, and I will capitalize it, that remains its situation. With a late hit to commodity stocks, Australia finished down more than 4%, as did Japan. We investors in Japan think the financial trouble in the US links so strongly to us, we won’t get in a positive mindset until an emergency bailout planned is forth through. But so found some resilience through bank on short selling, and Hong Kong bounced back. In Hong Kong, one seasoned trader says the market is still rating it a 50-50 chance that Congress will still salvage a bailout bill, implication of that is that if they don’t, these markets still have further to fall. But after the Hang Seng index tumbled 5% in the first 5 minutes, Hong Kong’s oldest working trader was seeing up some. Do you think this is a buying opportunity?Very good, the opportunity to buy …The market agreed, recouping all of those lost early losses to close the day ahead, the only market in Asia to do so. So has Asia now shown a fundamental strength? Some believe it has.Asian banking system in the last 12 months have not needed to be supported, nationalized, injected, or privatized or otherwise interfered with either by the central banks or the Asian governments. The Asian banking systems are absolutely sound, alive and kicking. Maybe, but would you put your house …Hugh Riminton, CNN, Hong Kong.200810/54020

Rambo turns human rights campaignerThe Vietnam veteran, played by Sly Stallone, is in Burma in his new film which centres on the Karen people and the brutal Burmese army.Rambo appears to have come of age, the gun-toting Vietnam veteran played by Sylvester Stallone finds himself in Burma in his latest film, action centers on the plight of the Karen people and the brutality of the Burmese army which is why the film has been banned by the Rangoon government. It's made Stallone a symbol of the Burmese resistance. But pirated copies of the movie are proving hard to come by. In Britain, the Odeon chain of cinemas is refusing to screen it for commercial reasons. Our Asia correspondent Inigo Gilmore reports. They've seen off many a foe time and again with brutal efficiency. But they didn’t reckon on John J. Rambo. Burma is a war zone. Armed with his trademark bandanna and a fair bit of firepower, Sylvester Stallone is back. This time single-handedly taking on Burma's cruel military regime as he rescues a group of Christian aid workers. Despite appearances, the producers of this movie about to be released here in neighboring Thailand, insist it's Rambo with a difference. Sure there is bloodletting on a grand scale, but they say it's a movie with a message. The backdrop to the film is the world's longest running insurgency, being fought by ethnic Karen tribe's people in eastern Burma against the military regime. The Rambo film reflects the daily realities of the Karen, routinely persecuted by soldiers from the Burmese army who raped the women, and forced families from their homes. In this recent footage, Karen refugees flee through the jungle in terror after their village was ransacked and burnt. Sylvester Stallone may seem an unlikely champion to their cause, but there is no doubt in his passion. The real Burmese refugees in the Karen refuges, they don't wanna do this, they'are so scared, even though that some have been there for ten years. But once one stood up which is the fellow who plays the villain, who is an actual rebel and a Karen freedom fighter, and was willing to put his family on the line to do this movie. Everyone stepped up. Maung Maung Khim believes his experience as a freedom fighter in Burmese eastern jungles lends authenticity to his performance. In my performance, I acted to reflect the real villains in the real Burmese army. I acted as a really brutal villain. The actors believed the film has added resonance with a fallout from September's brutal crackdown against pro-democracy demonstrators. Soldiers like those fighting the Karen on the Thai border crushed demonstrations led by Burma's revered monks. And the repression and roundups continue. Rambo 4 is officially banned in Burma. But some watch the film in secret. And it’s aly taken on cult status, even though these people risk ten years in jail if caught with a copy. Its lines like this one, that ever apparently struck a chord. 'Live for nothing or die for something.'The film is coming in outlet for the frustrations of young Burmese. 'Rambo killing those oppressive army people, they can't do that, but Rambo did it in the movie, that's why they like it. Even the Buddhist monks say they are watching, they are watching that, the Ramboo movie, and they cheer, ''look, this is, this is the real fights between those, ok their hero Rambo and the Burmese army.'' The film may have gone some way to highlight the plight of the Burmese under their brutal repressive regime. But there are no Rambos riding to their rescue, and certainly no one anticipates a happy Hollywood ending. Inigo Gilmore, Channel 4 news, Bangkok.200810/54206

Romantic comedies affecting off-screen love livesRomantic comedies might provide 90 minutes of light-hearted fun but the happy-ever-after movies are also impacting people's real love lives, according to an Australian survey.A poll of 1,000 Australians found almost half said rom-coms with their inevitable happy endings have ruined their view of an ideal relationship. One in four Australians said they were now expected to know what their partner was thinking while one in five respondents said it made their partners expect gifts and flowers 'just because'."It seems our love of rom-coms is turning us into a nation of "happy-ever-after addicts." Calling Republican positions "unsustainable," Mr. Obama said a potential U.S. default on obligations on August 2 would be "significant" and have "unpredictable" results. The president addressed Republican assertions that he has not demonstrated enough leadership. When they decide they are not happy with the fact that at some point you have got to make a choice, they just all step up and say, 'The president needs to get this done.' They need to do their job. Now is the time to go ahead and make the tough choices. That is why they are called leaders," he said. 201106/142696

The geology of the planet地球的地质情况Welcome to the Anthropocene欢迎来到人类纪Humans have changed the way the world works. Now they have to change the way they think about it, too人类改变了世界运行方式,现在,人类不得不改变他们思考世界的方式May 26th 2011 | from the print editionTHE Earth is a big thing; if you divided it up evenly among its 7 billion inhabitants, they would get almost 1 trillion tonnes each. To think that the workings of so vast an entity could be lastingly changed by a species that has been scampering across its surface for less than 1% of 1% of its history seems, on the face of it, absurd. But it is not. Humans have become a force of nature reshaping the planet on a geological scale—but at a far-faster-than-geological speed. A single engineering project, the Syncrude mine in the Athabasca tar sands, involves moving 30 billion tonnes of earth—twice the amount of sediment that flows down all the rivers in the world in a year. That sediment flow itself, meanwhile, is shrinking; almost 50,000 large dams have over the past half- century cut the flow by nearly a fifth. That is one reason why the Earth’s deltas, home to hundreds of millions of people, are eroding away faster than they can be replenished. 201105/138573

Catwalks in the West, action in the East猫步走西方,利润在东边THE shows are almost over. Next week the glossy posse, bleached weary from their month’s sprint to the world’s four fashion capitals—New York, London, Milan and finally Paris—will forsake the bright plumage of the catwalks for the mundane headaches of balance-sheets and supply chains. Everyone now knows what will be in discerning wardrobes next spring: blocks of colour, bold prints and dainty “lingerie for feet” (formerly known as nice shoes). But the fashion industry’s financial future is much murkier. A confusion of trends preoccupies the major brands: the rapid shift east of their customer base, a generational switch, as high earners get younger, and the challenge of making luxurious clothing accessible to new markets, including digital ones, while retaining the sense of exclusivity that makes people want to pay for them in the first place. First the good news. Luxury brands are coping well despite global economic gloom. This is because the number of “extreme net-worth individuals” (industry jargon for people with so much money that an ,000 handbag seems a bargain) keeps growing, especially in Asia.
