Today the premium is even higher.2002年的一项关于劳工职业生涯中获得的总薪酬研究表明:获得学士学位的将比获得高中学历高出75%。 But is the past a reliable guide to the future? Or are we at the beginning of a new phase in the relationship between jobs and education? There are good reasons for thinking that old patterns are about to change—and that the current recession-driven downturn in the demand for Western graduates will morph into something structural. The gale of creative destruction that has shaken so many blue-collar workers over the past few decades is beginning to shake the cognitive elite as well. The supply of university graduates is increasing rapidly. The Chronicle of Higher Education calculates that between 1990 and 2007 the number of students going to university increased by 22% in North America, 74% in Europe, 144% in Latin America and 203% in Asia. 203%。In 2007 150m people attended university around the world, including 70m in Asia.2007年世界范围内1.5亿人接受大学教育,其中亚洲有7000万。Emerging economies—especially China—are pouring resources into building universities that can compete with the elite of America and Europe. They are also producing professional-services firms such as Tata Consulting Services and Infosys that take fresh graduates and turn them into world-class computer programmers and consultants. The best and the brightest of the rich world must increasingly compete with the best and the brightest from poorer countries who are willing to work harder for less money. At the same time, the demand for educated labour is being reconfigured by technology, in much the same way that the demand for agricultural labour was reconfigured in the 19th century and that for factory labour in the 20th. Computers can not only perform repetitive mental tasks much faster than human beings. They can also empower amateurs to do what professionals once did: why hire a flesh-and-blood accountant to complete your tax return when Turbotax will do the job at a fraction of the cost? And the variety of jobs that computers can do is multiplying as programmers teach them to deal with tone and linguistic ambiguity. Several economists, including Paul Krugman, have begun to argue that post-industrial societies will be characterised not by a relentless rise in demand for the educated but by a great hollowing out,包括Paul Krugman在内的一些经济学家开始主张后工业时代社会以对持续上升对受教育劳工的需求以及产业空洞化为特征,as mid-level jobs are destroyed by smart machines and high-level job growth slows. David Autor, of the Massachusetts Institute of Technology, points out that the main effect of automation in the computer era is not that it destroys blue-collar jobs but that it destroys any job that can be reduced to a routine. Alan Blinder, of Princeton University, argues that the jobs graduates have traditionally performed are if anything more offshorable than low-wage ones. A plumber or lorry-drivers job cannot be outsourced to India. A computer programmers can. A university education is still a prerequisite for entering some of the great guilds,大学教育仍是进入诸如制药、法律以及学术界的先决条件,such as medicine, law and academia, that provide secure and well-paying jobs. Over the 20th century these guilds did a wonderful job of raising barriers to entry—sometimes for good reasons and sometimes for self-interested ones.20世纪这些行业使得入门门槛大为提高。 But these guilds are beginning to buckle. Newspapers are fighting a losing battle with the blogosphere. Universities are replacing tenure-track professors with non-tenured staff. Law firms are contracting out routine work such as discovery to computerised-search specialists such as Blackstone Discovery. Even doctors are threatened,法律公司把诸如显示据的工作外包给电脑化的搜索专家,比如说Blackstone Discovery。as patients find advice online and treatment in Walmarts new health centres. Dreaming spires, meet pin factory Thomas Malone of MIT argues that these changes—automation, globalisation and deregulation—may be part of a bigger change:麻省理工学院的Thomas Malone主张这些变革—自动化、全球化—可能是更大变革的一部分:the application of the division of labour to brain-work. Just as Adam Smiths factory managers broke the production of pins into 18 components, so companies are increasingly breaking the production of brain-work into ever tinier slices. TopCoder chops up IT projects into bite-sized chunks and then serves them up to a worldwide workforce of freelance coders. These changes will undoubtedly improve the productivity of brain-workers. They will allow consumers to sidestep the professional guilds that have extracted high rents for their services. And they will empower many brain-workers to focus on what they are best at and contract out more tedious tasks to others. But the reconfiguration of brain-work will also make life far less cosy and predictable for the next generation of graduates.

The Japanese car maker announces a global recall of it Prius and Corolla models from certain years. Alex Zolbert reports. Another recall from Toyota, the second one in as many months. It is about 2.8 million vehicles being recalled this time, about 1.5 million here in Japan, more than 650,000 in the US and the remainder of those in Europe. Were still getting details on this. It involves the second generation Prius as well as several different Corolla models. According to Toyota, the problem is with the extension shafts in the steering. They also want to take a look at water pumps in some of the hybrid vehicles. And again, the second recall in as many months, just in October, we had a recall of more than 7 million vehicles. And then if you go back to and 2010, there was a massive recall, more than 8 million vehicles involved in acceleration problems, a very serious problem for Toyota vehicle. So when you added all up going back to , this puts the number, take a listen, its quite staggering: more than 18 million vehicles recalled by Toyota going back to . And Pauline, this doesnt even take into account things like the rising yen, the strong yen that has been hitting Toyota hard as well as the tsunami that hit Toyota hard in March of 2011 in a month that followed another course in the floods in Thailand last year, around this time last year that also hit Toyota. So the company simply cannot catch a break and keep in mind as a car manufacturer, you only get one reputation and this is not doing good things for Toyotas right now. Pauline. Yeah. They are juggling so many challenges right now. And Alex, on the political front, lets talk about politics in Japan. We are hearing that negotiations are in the final stages for Prime Minister Noda to call an election pretty soon. What do you know about this? Yeah, Pauline, this is the other big story that weve been watching all week. Things have been really wrapping up between Prime Minister Noda and the opposition party, the opposition party saying that hes promised to call an election soon. Noda said that he would do it on his own timetable. Late tonight, this is where things stand. Prime Minister is saying that if the opposition LDP Party is willing to make a few more concessions, then he says that he will likely dissolve parliament perhaps by the end of this week. That move will clear the way for the election commission and then set a day for a much anticipated elections. There are several days being thrown around for that again if this all goes according to plan. The date that most people are saying is December 16, but it could move a few days on either Saturday. That is the big story that we continue to watch through tonight and through the rest of the week. At the front of the back office走在后台务的前沿How the Philippines beat India in call centres菲律宾的呼叫中心是怎样打败印度的ITS midnight in Manila, and the capital is just waking up to the start of another working day. At the Worldwide Corporate Centre office block, thousands of young Filipinos are crowding into endless open-plan offices. Once seated, they quickly start answering the questions and calming the frustrations of vexed American consumers beginning their own day on the other side of the Pacific Ocean. These Filipinos are call-centre workers. To outsiders it is hardly a glamorous profession, yet despite the antisocial hours these men and women have every reason to be as well-motivated and cheerful as they seem. They are well paid and know that they work at the heart of their countrys most dynamic industry. The rise of what is known as business-process outsourcing (BPO) in the Philippines has been nothing short of phenomenal. The very first calls were taken in 1997; today the sector employs 638,000 people and enjoys revenues of billion, about 5% of the countrys GDP. Last year the Philippines even overtook India, long the biggest call-centre operator in the world, in ;voice-related services;. The country now employs about 400,000 people at call centres, India only 350,000. The South-East Asian upstart (population 101m) is unlikely ever to surpass the South Asian behemoth (1.2 billion) across the entire range of outsourcing offerings, which also include all kinds of information-technology services. Yet given the extraordinary growth so far it is hard to gainsay the Philippines own projection that its BPO industry could add another 700,000 or so jobs by 2016 and generate revenues of billion. At that point, the industry would make up nearly a tenth of GDP and be bigger in value than the remittances from the 10m Filipinos working overseas. As in the call-centre business so far, some of these new jobs will come at the expense of India. Yet Indias relationship with the Philippines in back-office work is more complex than the numbers suggest. The main reason for the success of the Philippine call centres is that workers speak English with a neutral accent and are familiar with American idioms—which is exactly what their American customers want. Of these, many have taken to complaining bitterly about Indian accents (which no amount of ;voice neutralisation; coaching seems to have overcome). As a result, the Indian firms themselves have been helping to move jobs to the Philippines by setting up call centres in Manila and other parts of the country. Infosys and Wipro, as well as scores of other Indian firms, now have substantial operations there. And they arent drawn to Manila by cheap labour. Wages in the Philippines are slightly higher than in India since the Filipino accent commands a premium. It also helps that the country has a big pool of well-educated workers. The million or so Filipinos who graduate every year have few other options to choose from, besides emigrating. And working in a call centre is considered a middle-class job (new recruits start at 0 a month). The big question is whether the Philippine BPO industry, having conquered the call-centre market, can now move up the value chain. To keep growing rapidly-and profitably-it needs to capture some of the more sophisticated back-office jobs, such as those processing insurance claims and conducting due diligence. In these businesses, called knowledge-process outsourcing and legal-process outsourcing, India still rules supreme. Integreon offers a glimpse of what the future may hold. The firm occupies just a few discreet, very secure offices. It employs 300 people in Manila, 40 of them lawyers who help multinational law firms with litigation. Familiarity with America helps. ;It makes it very easy for us to do legal research for American firms,; says Benjamin Romualdez, the firms country manager. This sort of operation is new in Manila, but Mr Romualdez expects that he can find the skilled workers to double his workforce over five years. Western banks have also discovered the Philippines. JPMorgan Chase now has over 25,000 workers on its own payroll in the country, many of whom do much more than answering phones. The Philippines is set to compete with India across the BPO board.

The response from Standard Charter has been fairly tight-lipped at the moment, of course we have to understand theres an ongoing investigation, particularly internally within the bank, and so they are limited as to what they can say. Right now, they werent even taking the questions that I wanted to ask earlier. But they did provide us with a statement that s as follows:渣打此刻的回应可以称得上是守口如瓶。 As reported previously, the group is conducting a review of its historical US sanctions compliance and is discussing that review with US enforcement agencies and regulators. The group cannot predict when this review and these discussions will be completed or what the outcome will be. In terms of other response, the Treasury said that theyre looking at the allegations, they are continuing to sift through the details of it, and if anything comes to light, and they will respond next to it accordingly. As terms of what the allegations are, they come from the financial sector of the New York state department, and it is that, Standard Chartered, a UK bank was working for various Iranian financial institutions and channeling money through its US holdings without putting the right flags on it. Because the ed States like many other countries has imposed sanctions on Iran for fear that they might use money to finance terrorism or finance a nuclear weapons program. And so if any money is channeled through Iran, it should have the right flags on it, so it can be investigated by US authorities and made sure that it is legitimate. Standard Chartered wont doing that, they were slipping under the net onto their own financial gain, it is serious allegations.
