Such protocols should run more smoothly when Mr Obama heads to Saudi Arabia on March 28th for his second time in office. The reasons are not hard to find. Unable now to rely so much on American might, the kingdoms rulers have taken to a more aggressive pursuit of their own regional interests. Widely cheered in the West, the outbreak of the Arab spring in 2011 was viewed with dismay and alarm in the Saudi capital, Riyadh. With scarcely a nod to the White House, Saudi troops intervened in the neighbouring statelet of Bahrain to rescue its king from a pro-democracy uprising by his majority-Shia subjects. While America welcomed the election of the Muslim Brotherhoods Muhammad Morsi as president of Egypt as a step towards democracy, the Saudis viewed it as a power grab by an Islamist cult, financed by another impertinent neighbour, Qatar, whose noisy Al Jazeera satellite TV channel has long disturbed the royal Saudis sleep. Small wonder that they have strongly backed its foes, from the Egyptian generals who overthrew Mr Morsi last year, to Syrian rebel factions that have quietly sidelined the once dominant Brothers from Syrias exiled opposition. Such as in Syria, where joint Saudi-CIA plans to supply anti-government rebels have consistently stumbled against what Saudi operatives view as quibbling American qualms. The halting nature of such supplies, the Saudis complain, has emboldened Islamist extremists who have more regular sources of funding and weapons and weakened the American-backed political opposition. Last August, when Syrias president, Bashar Assad, was caught red-handed gassing his own people in their hundreds, the Saudis saw a golden opportunity to strike hard. America retains a strong military presence in the Gulf, and cannot be replaced as the ultimate guarantor of Saudi security in the foreseeable future. For more than two decades governments of all shades have injected small doses of competition into Englands publicly funded health system. Reforms passed by the coalition government in 2012 provided the most recent jab. This was controversial because the hospitals argued that their agreement would result in better care, a difficult thing to gauge. He cannot quite fathom why his combat uniform is different from that of other American servicemen in the field, depending on whether they are members of the army, the air force or the marines. The service spent years and about .2m developing its own “universal” camouflage. This pattern was designed to work anywhere, but proved useless nearly everywhere. Soon after it was introduced in 2005, soldiers in Iraq and Afghanistan began complaining that the pattern turned them into targets. Troops from Syria and China were clearly better equipped. Reports suggest that a high-ranking military official had chosen the pattern without consulting the data from years of studies. The army is said to have spent at least billion on uniforms and equipment printed in this camouflage, which is still in use. This vanity, together with bungled trials, missteps and a lack of co-operation, put the cost of developing these uniforms at more than m, according to a report from the Government Accountability Office (GAO) in 2012. This does not include the extra costs—which the GAO estimates in the tens of millions of dollars—of managing the stock and supply of so many different combat uniforms. Nor does it include the high costs of replacing ineffective camouflage in the field. But little has been done. Many soldiers see the wisdom of returning to a shared uniform.
