The problem with zero-hours contracts is not that they are too flexible零时工合同的问题可不是时间太灵活BRITAINS flexible labour market was a boon during the economic slump, helping keep joblessness down and then, when the recovery began, allowing employment to rise. Yet one of its bendier bits is causing politicians to fret. Ed Miliband, the leader of the Labour Party, has promised a crackdown on “zero-hours contracts” if he wins the next election. The government has launched a consultation. Zero-hours contracts allow firms to employ workers for as few or as many hours as they need, with no prior notice. In theory, at least, people can refuse work. Fully 1.4m jobs were based on these contracts in January 2014, according to a snapsho taken by the Office for National Statistics. That is just 4% of the total, but the share rises to a quarter in the hospitality business. The contracts are useful for firms with erratic patterns of demand, such as hotels and restaurants. They have also helped firms to expand during the recovery—allowing them to test new business lines before hiring permanent staff, who would be more costly to make redundant if things went wrong. Flexibility suits some workers, too. According to one survey, 47% of those employed on zero-hours contracts were content to have no minimum contracted hours. Many of these workers are in full-time education. The ability to turn down work is important to students, who want to revise (or sit in the sun) at this time of year. Pensioners keen for a little extra income can often live with the uncertainty of not having guaranteed hours. Yet that leaves more than a quarter of workers on zero-hours contracts who say they are unhappy with their conditions. Some of this is cyclical. During recessions, a dearth of permanent positions forces people into jobs with no contracted hours even if they do not want them (the government has just said that unemployed people who refuse to accept zero-hours contracts could be cut off from benefits). Underemployment is particularly prevalent among these workers, 35% of whom would like more hours compared with 12% in other jobs. As the economy recovers, many should be able to renegotiate their contracts or find permanent jobs. But the recovery will not cause unwanted zero-hours contracts to disappear. Some workers will never have much negotiating power: they are constrained by geography, family commitments and lack of competition for their skills among a small number of big employers. Zero-hours contracts make it easier for employers to abuse their labour-market power. Some use them to avoid statutory obligations such as sick and maternity pay. Workers are penalised for not being available when requested. And some contracts contain exclusivity clauses which prevent workers from taking additional jobs. These can harm other employers as well as workers, and actually reduce labour market flexibility. That, at least, is worth doing away with.

From federal investigations into Major League Baseball to allegations ofsubstance abuse in track and field, performance enhancing drugs have been in the news a lot. The most well-known performance enhancers are steroids, drugs that can make athletesbigger and stronger. But they can also cause serious medical problems. So how do steroids work, and what makes them so dangerous? First, it’s important to understand that the body naturally produces steroids. For men, the best known is testosterone. Testosterone is an anabolic steroid, meaning that itencourages new muscle growth. So the more testosterone you have in you, the greater potential youhave to be bigger and stronger. It makes sense, then, that artificial anabolic steroids mimic testosteroneproduced in the body. Here’s how they work. Anabolic steroids attach to cells and encourage them to produce more protein, which muscles need to grow and become stronger. So steroids basically speed up and enhance theprocess of muscle growth that you can accomplish by lifting weights and other kinds of exercise. Aweightlifter on steroids will develop larger muscles and do so faster than a “clean” weightlifter. Millions of people take performance enhancing drugs such as caffeine and vitamins every day. But unlikethese drugs, steroids can cause serious, long lasting problems. For example, steroid use puts extrapressure on the liver to cleanse the bloodstream of the many toxins in steroids. Prolonged steroid use can result in liver damage. They also affect brain chemistry, and cancause depression and severe mood swings known as roid rage. There’s certainly nothingwrong with building your body, but using steroids to do so will ultimately break you down.

Exports help to revive the high end of Britains decimated shoe industry进口帮助拯救英国衰落的高端制鞋业FROM the attic of his cramped old factory in the middle of Northampton, Stephen Etheridge, the head of Churchs, a shoemaker, gazes down on the deserted bus station next door. He explains how his company will soon be expanding to fill the four-acre (1.5-hectare) site, creating 100 or so jobs in the process. The move has caused a stir in Northampton, about 70 miles north of London, as it is the first time in living memory that a shoe company is growing rather than closing. The recent success of a venerable old firm like Churchs, founded in 1873, reflects a wider revival of Northamptons luxury shoemakers, buoyed by the insatiable Asian appetite for a bit of old English craft and class. There was a time when the city of Northampton and its surrounding towns did little else but produce shoes. The industry there employed tens of thousands of people in hundreds of factories, small and large; fortunes were made making millions of boots for the army during the first world war. But that era of mass manufacturing came to a calamitous end in the 1980s as production moved overseas to take advantage of cheaper labour. Now Britain imports almost all its shoes. There were fears that the whole industry might become extinct. But posh bootmakers like Churchs, Joseph Cheaney and Loake clung on. They employ hundreds of people each, rather than the thousands of old Northampton, but they have now found a very profitable niche in the global market and are prospering as never before. Loake is still a family-run firm, making shoes in the same factory in nearby Kettering that the founding brothers built in 1894. Like all the areas luxury cobblers Loake only makes “goodyear welted” shoes, a 300-year-old process whereby the shoe is stitched together. This time-consuming and expensive technique gives the footwear strength and durability. As Andrew Loake, the current head of the company, explains, all shoes used to be made like this until the advent of cheaper injection-moulding. “So,” he explains, “our shoes have moved from being mass-commodity items to being specialist and different.”Loake还是一个家族企业,其制鞋厂为Loake家族三个兄弟于1894年在凯特灵附近建立,如今他们依然在这里制鞋。 In that sort of market, argues Mr Loake, the only way to go is to make shoes better rather than cheaper. His company now uses higher-quality leather than it did in the 1980s. Each shoe takes eight weeks to make, involving about 200 processes. Some of these havent changed for a long time. But that is exactly what new consumers, particularly in Asia, want to pay for. Exports now account for over one-third of its sales, and have been increasing steadily over the past decade. Loakes biggest export market is Sweden. Its second-biggest is South Korea, reflecting, says Mr Loake, “a hunger for high-quality goods” in Asia. Churchs is also doing well in the East. Although it is now owned by Prada, an Italian luxury-goods company, it sells itself as the quintessential English manufacturer. To control the Churchs brand, it sells almost half of its products through its own bespoke shops—four in Hong Kong, two in Shanghai, and one in Singapore. It is trying to open one in Beijing, too. Prices are steep, rising to £1,000 (,500) a pair. But, even producing 5,000 pairs a week, the company cannot meet demand—hence the expansion of their factory in Northampton. If the 21st century does belong to Asia, at least its masters will be well-shod. More anti-government protests, but little change from the prime minister反政府抗议越来越多,但总理大人做出的改变太少HUNGARIANS are taking to the streets. More than 10,000 gathered outside the parliament in Budapest on November 17th to protest against alleged corruption and the centralisation of power. Similar protests took place in other cities, including Miskolc in the east and Szeged and Pecs in the south. Several hundred Hungarians even gathered in Londons Trafalgar Square. The habit is catching: this week also saw big protests in neighbouring Slovakia and in the Czech Republic. Hungarys protesters were encouraged partly by Americas rising criticism of their government. Six Hungarian officials have been banned from entering the ed States on suspicion of corruption, a rare rebuff to a NATO ally. American officials refuse to name them, on privacy grounds. However Ildiko Vida, head of the tax authority, told Magyar Nemzet, a pro-government newspaper, that she was one. She strongly denies any wrongdoing. Hungarian officials have asked for more information from the Americans. They reject claims that the country is sliding into authoritarianism. The protests are proof that Hungary remains a democracy, where people are free to express their opinion as long as they abide by the law, says Antal Rogan, parliamentary leader of the ruling right-wing Fidesz party. This weeks protests followed a bigger one on October 28th, when as many as 100,000 people filled central Budapest to demand the cancellation of an internet tax that they saw as an attack on free speech. The crowds were mostly young, educated and middle class, the sort of people that Fidesz needs to attract. And they forced a rare U-turn by the government, when Viktor Orban, Hungarys prime minister, said the internet tax would be dropped in its current form. Instead he would launch a “national consultation” to consider ways in which to tax online profits. The latest protesters have a harder task because their demands, including the resignation of the government, are unrealistic. This year Fidesz has won national, local and European elections. As the Organisation for Security and Co-operation in Europe noted, the victories were due in part to the governments tinkering with election rules in its favour. Yet the fractured liberal and left-wing opposition means that the alternative lacks appeal. Demographic change is also working against the opposition. The Hungarian embassy in London says that around 100,000 Hungarian citizens live in Britain, but the true figure could be higher. Many expatriate Magyars are young, multilingual, educated and entrepreneurial. A good number have left Hungary because they see no future under Fidesz rule. Mr Orban has long made clear his disdain for liberal norms, never more so than in his speech in Baile Tusnad, Romania, on July 26th when he said that Hungary would remain a democracy, but become an “illiberal state”. The European Union has proved unwilling or unable to rein him in. Instead, as the entry-ban row shows, the pressure is mostly coming from America. President Barack Obama recently bracketed Hungary with Egypt and Azerbaijan as countries in which civil society felt intimidated. Concerns are growing inside Fidesz about the wisdom of taking on the worlds superpower. Younger members of Fidesz are critical of the governments policies, says Akos Balogh, of Mandiner.hu, an influential conservative blog. Hungary is losing friends and allies, he adds. It will struggle on the European and world stage if it acts with the arrogance that Fidesz shows at home. What the Scottish National Party will try to do in Westminster苏格兰民族党在议会中的举动意欲何在WITH hardly a glimpse of tartan, Nicola Sturgeon, leader of the Scottish National Party (SNP), presented her squad of 56 MPs at the House of Commons on May 11th (although she herself is not one of them). Their increased numbers—the SNP won all but three Scottish seats—represented a victory beyond most nationalists dreams. Yet their modest demeanour suggested that, for now, they have come to London to do business, not to cause chaos.5月11日,持苏格兰民族党(SNP)的56名国会议员(与其他选区相比,属于小队人马,且不包括斯特金本文)在该党领袖妮古拉·斯特金的陪同下出席下议院议会,斯特金此次未穿格子呢装。 A decade ago the scale of the SNPs success would have been seen as a mandate for independence. Alex Salmond, Ms Sturgeons predecessor, drew that conclusion again. But Ms Sturgeon claims separation is not high on her agenda. She has even played down the idea of a speedy introduction of full fiscal autonomy, seeking only a promise from Westminster to start handing more powers to Scotland. Part of the reason for the more cautious tone is that the collapsing oil price and the decline of offshore revenues has made independence seem like a dubious proposition. The Institute for Fiscal Studies (IFS), an independent think-tank, calculates that, under full tax autonomy,Scotland would need to find an additional 7.6 billion (12 billion) to close its deficit to British levels, a gap it reckons will widen to 9.7 billion, or 4.9% of Scottish GDP, by 2019-20. To accept tax autonomy without continuing to receive the substantial subsidy Scotland currently gets from the Treasury is “tantamount to economic suicide”, says George Kerevan, an SNP politician. Another explanation for the caution is that, after last Septembers independence referendum, in which 55% of Scots voted to remain part of Britain, David Cameron, the prime minister, promised to give Scotland new fiscal powers. Over the next five years the Scottish government is due to gain control of earned-income taxes, air-passenger duty and a levy on aggregates such as sand and gravel. It will also be assigned the revenues of the first ten percentage points of value-added tax and oversee around 2.5 billion, or about 15%, of welfare spending. The IFS reckons this will make Ms Sturgeon responsible for raising about half of what her government spends. She and her party nonetheless could, and probably will, give Mr Cameron a headache. Though not rushing now to achieve it in full, Ms Sturgeon has made clear that she wants even more fiscal control. She would like to oversee most welfare spending, as well as corporation tax and national-insurance payments. The SNP hopes to reduce employers contributions to national insurance in order to compensate for raising the minimum wage. Ms Sturgeon wants the floor to rise from 6.50 per hour now to 8.70 by 2020. This, she says, would enable her to boost the economy, reduce the deficit and move towards full tax autonomy more quickly. The new SNP intake can also be expected to make full use of their privileges as the third-largest party at Westminster. MPs will pose tricky questions and use committee chairmanships to harry the government, especially over austerity. Ms Sturgeon argues that such actions would not just be on behalf of Scots but for all Britons. She sees Labour entering “a period of introspection” and claims the SNP will be “the principal opposition” in Westminster. This leaves Labour in a bind over whether to position itself to the SNPs right or left. But it also poses a dilemma for Mr Cameron. He could concede to what the SNP wants, in order to avert further fracturing between Scotland and England—but that would imply the Scots were right to elect them. Or he could dig in and allow himself to be caricatured as the Scots enemy. Either way, Ms Sturgeon looks to be sitting pretty.

After the weather improved this week, almost 8,500 illegal migrants were rescued. Some brought tales of horror: of chaos in Libya, of mistreatment and torture at the hands of people-smugglers, and of deaths at sea. As many as 400 died on April 12th when their boat capsized, apparently because they rushed to one side when rescuers appeared. Migrants sometimes lie to get sympathy. But the Italian authorities are taking seriously a claim that a trafficker threw to sharks the body of a dead (or perhaps unconscious) migrant, apparently overcome by fumes. The latest wave of arrivals confirms that the EU faces a challenge of unprecedented proportions. According to the International Organisation for Migration, more than 15,000 people have reached Italy since the start of the year. The UN High Commissioner for Refugees says not enough is being done to save lives. On humanitarian grounds alone, the EUs present response, Operation Triton, is inadequate. The remit of its vessels is to patrol within 30 miles (48 km) off the Italian coast. Triton replaced the bigger Operation Mare Nostrum, which Italy suspended at the end of 2014 partly because other EU countries would not share the burden of search and rescue. Italys partners say they have migration and asylum problems of their own. Anyway, many migrants who come ashore in Italy disappear north before being identified—with the connivance of the Italian authorities. Both numbers and drownings seem likely to rise.

On Friday, President Obama made it to Austin, Texas for the South by Southwest tech festival. But he also made it clear that he would not be commenting on the legal battle between Apple and the FBI. The FBI insists that Apple is the only company capable of providing technology to unlock the San Bernardino shooters iPhone, and has asked a California court to force the tech giant to produce it. Apple argues that this would violate its carefully crafted encryption, and would set a dangerous precedent going forward. While many people and tech companies have weighed in the fight, the President is declining to do so. 201603/430961

Lake Michigan residents and business owners are expressing concern over rising water levels. Just three years ago, however, the concern was about record low water levels in the Great Lakes.Al Steinman, president of the Annis Water Resources Institute at Grand Valley State University, told Stateside that theres no need to worry about such a significant fluctuation in lake levels.;People need to be patient,; Steinman said. ;These water levels go up and down. Its part of the natural cycle.;Its easy to see why people are taking notice of the water levels. Holland photographer Tony Reidsma has been documenting the rise.;For the before image, Im standing on the pre-dune,; Reidsma said in an email to Stateside. ;But the pre-dune is completely gone today, so its impossible to frame the landscape the same as I did in 2014.;Steinman recognizes that there will be more erosion than what is usually experienced, but he says its nothing that needs serious attention. If anything, Michigan should be more concerned about its wetlands, where the environments health is at the risk of incoming invasive species.;Its frustrating... but the reality is: give it enough time (and) nature will take care of itself.;After all, as Steinman reminded us, trying to control nature is a fools errand.201606/447677
