Bernanke did argue that the fed had taken a fairly decisive step against those downside risks in Sep. by reducing interest rates half a percent, so I wouldn't necessarily say, uh, as a result of his comments last night that it, it makes a rate, another rate cut in October, a done deal. Indeed we feel that the Fed will probably leave rates on hold and will only adjust rates down further, if some of the perhaps more gloomier assessments of the economy prove correct. Well, he did say, did he not ? that he was y to act again, should the situation occur like that?Well, that’s correct, I think that was obviously a reference to the situation in the financial market, it's the fed has made it pretty clear that some of the stresses and strains that we are seeing in the financial markets were effects behind the fed’s decision. But at the same time, as again as Bernanke suggested himself there seemed to be some degree of normality coming back to markets. So that provided that continues again, we feel that the fed will, will just keep its powder dry on, on another rate cut for now. And is it not a little bit worrying when you have Ben Bernanke himself, saying that the ultimate implications of the credit crunch on the broader economy remain uncertain, shouldn’t, shouldn't things be getting a little clearer at this stage?Well, problem of course is that you are reliant on some economic data that is always by its nature somewhat historic, it takes time for the collection of data and the interpretation of data. We've obviously had a fair amount of data from the August period. Um, and we will be getting soon, obviously, more, more data for September, but I think when you look across that data, obviously you see the weakness in the housing that Bernanke refered to, but in other areas of the economy, employment, consumer spending, now things will actually stay a little bit more solid than perhaps the fed might have anticipated back in September, and again that gives us hope that, or expectation that the fed would probably not reduce interest rates later this month. And what do you make of this so called super-fund that is on the front page of the FT again today? Is this super fund to plan that helps to ease the markets, these banks that are getting together to build up this multi-million dollar fund, is that a good thing, is that gonna make much difference to get some more certainty and calm in the markets?I think it’s a confidence issue. If that's the sort of development that brings back confidence, then it may well be something that is a good thing, and though the fund itself might actually not be sort of exhausted, but obviously, if financial market tensions escalate, then it may be a fund that perhaps proves inadequate, so it very much depends on confidence, and whether moves like that, or moves from policy makers can restore confidence in the markets, so now I think the confidence is coming back, it’s very slow and it could be set back again, but for the moment, things are probably still just heading in the right direction. Pyongyang is more than three months late in disclosing the details of that program. The U.S. and South Korean leaders met at the presidential retreat at Camp David. President Lee said the international community needs what he called persistent patience with North Korea, that it will be difficult to convince the reclusive nation to give up its nuclear weapons, but not impossible. President Lee and President Bush spoke to reporters at Camp David, reaffirming their commitment to the multi-lateral effort to end North Korea's nuclear weapons program. Speaking through a translator, President Lee said South Korea, the ed States, China, Russia, and Japan are determined to reach that goal. Both of us reaffirmed once again that under no circumstances would we allow North Korea to possess nuclear weapons," he said. "Also, we agreed to work together closely within the six party talks so that North Korea can fully and completely give up all their nuclear weapons programs as soon as possible." As part of the six-party deal, North Korea agreed to provide by last December a full declaration of all its nuclear activities, including uranium enrichment and proliferation. In exchange for giving up its nuclear program, including weapons, Pyongyang is to get economic aid and diplomatic benefits. But the declaration has not been delivered. President Bush said North Korean leader Kim Jong Il may be stalling for time. One thing about a non-transparent society where there is not a lot of free press, for example, or a lot of opposition voices it is hard to tell what is going on," he said. "He has made declarations and he is testing the relationship. He is wondering whether or not the five of us will stay unified." The president is hearing criticism from within his own political party, including from former U.N. ambassador John Bolton, who has accused the administration of capitulating to Pyongyang on what North Korea must disclose. Mr. Bush said the burden of proof remains on Pyongyang. They've made some promises and we will make a judgment as to whether they have met those promises," he added. "And then we and our partners will take a look at North Korea's full declaration to determine whether or not the activities that they promised they could do can be verified, and then we will make a judgment of our own about our own obligations." President Bush said people should wait and see what North Korea says before judging the deal. On Sunday, the U.S. is sending a team to North Korea for more talks on the declaration. At the news conference, President Bush also said Congress should approve a free trade agreement with South Korea this year. He told Mr. Lee the agreement is a priority for his administration. 200804/35849

探索世界奥秘之Life Story(生命物语) 10It is incredible, and it is incredibly hard to believe too, because although we've changed so much, we don't actually see any of those changes happening. Generation after generation, we just look the same. The problem is one of time. The periods over which even tiny changes happen are so long that almost beyond our imagination. But to make sense of those time periods, to see them in some perspective, I've brought you here to a cave deep in the French Pyrenees. In the middle of the last century, a bookseller from a nearby town of Tuluz, used to visit this cave. And as a hobby, he dug around for bones and evidence of prehistoric remains. And he did this for some 40 years. And then late in the afternoon, on June the 11th, 1905, having been digging all day, he prepared to go but chose to go by a different route. And as he left, he was passing this wall and something caught his eye. He lifted up his lamp and this is what he saw--stencils of human hands from nearly 30,000 years ago. They are amongst the oldest images made by human beings on the planet. They are 6 times older than the Pyramids in Egypt and 8 times older than Stonehenge. Quite what they signified to the people who made them, no one knows. They were a Stone Age people and they came here at the coldest part of a last Ice Age. And over here are the most interesting images of all. It is thought that these stencils here were made by someone no bigger than a toddler, a child in a primitive world, the son or daughter of somebody who you would think of as a caveman. And yet if I had taken such a child and brought it up as a baby in my own house, it would be indistinguishable from one of my own children. Because by the time these people pressed their hands against these walls, all the changes which make us what we are had aly happened. The evolution of the human body was, to all intents and purposes, complete. If this child were to be raised with my own children, it would look the same, it would talk the same, it would play the same computer games, and it would grow up wanting to be a doctor, a footballer, or maybe even an astronaut.words and expressionsPyrenees: 比利牛斯山脉:欧洲西南部山脉,从比斯开湾沿着法国与西班牙边境,到地中海在皮科·德·皮妮特,它高达3,406·2米(11,168英尺)stencil:The lettering or design produced with such a sheet.图案,文字:用模板或蜡纸复制出的字形或图案toddler:One who toddles, especially a young child learning to walk. The synthetic material is indistinguishable from real silk, but much cheaper."" to all intents and purposes:实际上200707/16010pugnacious ---- 好斗的(形容词)英文释义(adjective) Belligerent; having a personality that enjoys fighting and arguing.例句The pugnacious young sales representative often insults his older colleagues, and contradicts their advice quite aggressively.

The World Health Organization (WHO) warns hundreds of thousands of victims of Burma's devastating Cyclone Nargis face a potentially serious health crisis. WHO and partner agencies are launching a multi-million-dollar, six-month action plan to provide immediate health care and to support longer-term efforts to rebuild the country's ravaged healthcare system. Official figures stand at nearly 78,000 dead and 56,000 missing from the storm. Unofficial estimates of the number of dead and missing are considerably higher. About 2.5 million people were affected by Cyclone Nargis. Several-hundred-thousand people are believed to be without shelter and safe drinking water. And, that is a situation of great concern for the World Health Organization. Assistant director-general of WHO's Health Action in Crises, Dr. Eric Laroche, says aid agencies will not know the full extent of the emergency until health workers have been able to assess the situation in hitherto inaccessible areas. But he says it is clear that one of the major threats will be from communicable diseases, such as diarrhea, pneumonia, tetanus, measles and cholera. He says people also are at risk from malaria and dengue fever, which sps widely during the rainy season. If we are not capable of identifying immediately where the first cases may be, it may mean the start of an epidemic. Then we are going to be in big trouble. Why? Because everything has to be in place, treatment has to be in place, and we have to have access," he said. Dr. Laroche says at least million will be needed to carry out the action plan during the next six months. Under the plan, he says health workers will assess and monitor health needs and strengthen disease surveillance, and respond to outbreaks and other health threats. He says the cyclone destroyed about 50 percent of the healthcare system in the affected region. He says the plan includes provisions for rebuilding facilities that can withstand any future natural disasters. Dr. Laroche says it is critical that hungry people get the food they need to remain strong. He warns people who do not have access to food and become malnourished will become too weak to fight off infections. 200805/40516\South Korean President Set to Discuss Security, Trade During China Visit韩国总统访华期待加强与中国合作 South Korea's President heads to China this week for high-level talks with his country's biggest trading partner. Besides hoping to expand commercial opportunities, Seoul hopes to strengthen security cooperation on issues such as ending North Korea's nuclear weapons. South Korean President Lee Myung-bak's is scheduled to begin his three-day China trip Tuesday by meeting with President Hu Jintao and Premier Wen Jiabao in Beijing. China has hosted five years of multinational diplomacy aimed at ending North Korea's nuclear weapons capabilities. A new round of the talks is expected to start within weeks, and President Lee is expected to discuss details of Pyongyang's forthcoming nuclear declaration with Chinese officials. Mr. Lee a conservative former corporate chairman, is widely seen as one of South Korea's most U.S.-friendly presidents in ten years. He has vowed to strengthen his country's military alliance with Washington, and is pushing for passage of a major trade liberalization deal with the U.S. - the largest in South Korean history. Many analysts here say Mr. Lee will seek to reassure Beijing that South Korea's closeness to America does not come at the expense of China. Han Sukhee, a China specialist at Seoul's Yonsei University, says the two relationships can mutually reinforce each other. Korea needs both the U.S. and China," he said. "We should take these relations not as a zero-sum perspective, but as a positive-sum perspective. Korea doesn't have to choose [between] either one." Still, some irritants have the potential to emerge in the South Korea-China relationship. Seoul is contemplating participation in a U.S. - led ballistic missile defense program for East Asia. South Korean leaders past and present have expressed fears the U.S. alliance could embroil the South in an unwanted potential conflict over Taiwan, which China has warned it may invade if the island ever declares independence. Several dozen business leaders are traveling with President Lee to China this week. They hope to explore ways of boosting the 5-billion two-way trade relationship - possibly including some initial steps toward an eventual trade liberalization deal like the one South Korea has signed with Washington. 200805/40232
